The circular lines you see on the chart are isobars, which join areas of the same barometric pressure. The pressure pattern is important because we can use it to tell us where the wind is coming from and how strong it is. It also shows areas of high and low pressure.

Measurements of barometric pressure and the pressure tendency (the change of pressure over time) have been used in forecasting since the late 19th century. The larger the change in pressure, especially if more than 3.5 hPa (2.6 mmHg), the larger the change in weather can be expected.

Isobars: The most obvious feature of a weather map is the squiggly lines. These lines are called isobars. The isobars are lines that connect areas of equal atmospheric pressure. The word isobar, comes from iso=equal and bar=pressure. Anywhere on one line will have the same pressure.

Some people have interpreted it to mean that it will rain 30% of the time, others that it will affect 30% of the area. If we think back to how the number is generated, using an ensemble, we see it isn't really either of those, but more like 30% of forecast simulations suggest it will rain.
